Can the Third World afford to let in hybrid cars into their markets?

Well, first before we make them drive hybrid cars, we need to find a way to put food on their tables so that they can feed their children.
Not while hybrids are still being sold as “luxury items”. But there are a lot more alternative fuelled vehicles in developing countries too, as well as fewer vehicles overall. Why even worry about introducing hybrid cars into such a small economy?

The vast majority of people in third world countries will not be able to afford hybrids. Additionally, third world countries have very low greenhouse gas emissions relative to developed countries. The fact that they’re suffering the brunt of environmental damage is not because of their actions, but the actions of wealthy nations.
I see no barrier to introducing hybrid cars in third world markets. The tone of your question makes it sound like someone (or some interest group, or some government or governments, or “they”, or whatever) wants to keep hybrid cars out of the 3rd world. I find it hard to believe that is true.
