		<description>If you buy it from a dealer, the dealer is responsible for all of the fees and title work.  The dealer will provide you with a temporary plate.  You will be able to take the car the day you buy it.

If you buy from a private party, arrange to meet the seller at Motor Vehicles or the Department of Motor Vehicles.  They can collect the title and registration fees, and transfer the title while you are there.  In some states, the license plate goes with the car, and will be transfered when you buy it.  In others, you will need a new plate.
